Chesterfield County is seeking a Senior Project Manager to lead multiple technology projects of varying sizes, including some already in progress. The role involves primary project management, requirements tracking, and light business process definition across multiple business lines rather than a single unit. Projects will require coordination across technical areas such as information security, infrastructure (cloud and on premises), integrations, data conversion, GIS, and more. The project manager will operate in a matrixed environment, collaborating with cross-functional team members and vendor solution providers.

The position is part of the IST Project Management Office, working alongside a small team under the supervision of a PMO Manager. This is a hybrid role with up to three days per week onsite, though flexibility is required to meet project demands.

In addition, this role will be considered the primary on-site management point for coordination, meetings, continuity between the COR and contractor organization, and overall execution oversight.

Required skills and experience

• Bachelor’s degree in computer science, Information Systems, or a related field of study OR 5 years of related experience.
• Minimum of 5 years of experience within the past ten years working as a Site Manager or related experience. Program Management, Project Management experience on an enterprise helpdesk or IT operations program is preferred.
• Security+ Required. PMP preferred.

Key Responsibilities:

The IT Systems Analyst will work with customer teams, contract managers, program managers, and procurement teams to optimize performance of financial systems development.

The IT Systems Analyst must have the ability to perform within an agile development team, analyzing customer requirements and documenting requirements to be used for systems development, performing collaborative testing and documenting testing results, develops user manuals as required. 

Possesses excellent communication and presentation skills are highly desirable. Experience of 3-5 years of Information Technology analysis, financial systems analysis is required for this position. The following specific skills will be required for this position.

• Reviews, analyzes, and evaluates the status of performance measurement and financial management information indicators for assessing the accuracy of the accounting system.
• Managing and ensuring the integrity of financial data tables within a large, integrated financial system.
• Coordinating with external stakeholders to reconcile financial data.
• Independently resolving complex trouble tickets related to fiscal data, transactions, or financial table structures within established service-level agreements.
• Leading the review and documentation of internal controls for a financial data management process to ensure audit compliance.

Required Skills and Qualifications:

• Bachelor’s degree in information technology, Finance, Accounting, Economics would be desired but not required.  
• Experience of 3-5 years of Information Technology analysis, financial systems analysis is required for this position.
• It’s preferable that this role has a strong understanding of government financial regulations, proficiency in financial analysis tools
