The Virginia Dept of Elections is seeking a Cloud Developer to act as a full tack developer on an existing software development project.
Key Responsibilities
- Working with our more established contractors and staff to focus on several web and Windows applications used both by internal ELECT staff and constituents of the Commonwealth of Virginia.
- Responsible for analysis, design, and coding for a new application.
- Must be able to work without assistance, provide leadership for others, and manage highly complex work efforts.
- Will be involved in maintenance, enhancement and development work.
- Works with the Business Analyst, Application Architect and other Application Development Team members on an as-needed basis to ensure that design and code meet customer requirements (may also need to work with SaaS and Cloud service providers).
Required Skills
- 7+ years of experience designing and developing cloud-native applications using Microsoft Azure, including Azure App Services, Azure Functions, AKS, Azure Storage (Blob, Table, Queue), Azure SQL, Cosmos DB, API Management, Azure AD, OAuth2, and OpenID Connect.
- 7+ years of experience building modern full-stack applications using .NET 7+ or Node.js and JavaScript/TypeScript with front-end frameworks such as React, Angular, or Vue, including responsive HTML/CSS, REST, GraphQL, and state management (Redux, NgRx, MobX, or equivalent).
- 7+ years of experience designing scalable REST APIs, microservices, and event-driven architectures using Azure Event Grid, Service Bus, or Event Hubs, with strong expertise in SQL Server, Cosmos DB, data modeling, schema design, and ORM frameworks (Entity Framework, Sequelize, Prisma, etc.).
- 7+ years of experience implementing CI/CD pipelines using Azure DevOps Pipelines or GitHub Actions, Infrastructure as Code (Bicep, ARM, or Terraform), Docker, Azure Kubernetes Service (AKS), and automated testing frameworks with comprehensive test strategy design.
- 7+ years of experience applying clean architecture, Domain-Driven Design (DDD), SOLID principles, distributed systems design, API documentation (Swagger/OpenAPI), and security best practices including OWASP, secure secrets management, and Zero Trust principles.
- 7+ years of experience leading technical teams through solution architecture, mentoring developers, sprint planning, technical roadmaps, cross-functional collaboration, and stakeholder communication. Nice to have: 7+ years of experience integrating solutions with Azure Data Factory.

$70,000-75,000 annually with benefits
