Chesterfield County is seeking a Senior Project Manager to lead multiple technology projects of varying sizes, including some already in progress. The role involves primary project management, requirements tracking, and light business process definition across multiple business lines rather than a single unit. Projects will require coordination across technical areas such as information security, infrastructure (cloud and on premises), integrations, data conversion, GIS, and more. The project manager will operate in a matrixed environment, collaborating with cross-functional team members and vendor solution providers.

 

The position is part of the IST Project Management Office, working alongside a small team under the supervision of a PMO Manager. This is a hybrid role with up to three days per week onsite, though flexibility is required to meet project demands.

 

Job Responsibilities

  • Deliver excellent customer service through clear, timely communication, strong execution, responsiveness, and alignment with project and sponsor priorities.
  • Collaborate with business stakeholders to align technical solutions with business needs, document requirements, and define business processes using tools such as process flow diagrams and RASCI models.
  • Build and maintain knowledge of departmental technology strategies, operations, and services, ensuring solutions align with architectural, security, and deployment standards across the software development lifecycle.
  • Manage requirements, testing, and defect processes while applying PMBOK-based governance and PMO control artifacts to ensure quality, scope, cost, and schedule objectives are met.
  • Analyze data to identify trends and develop cost-benefit insights, supporting business cases, process improvements, and informed decision-making with stakeholders.
  • Lead detailed project planning, estimation, scheduling, and execution across cross-functional teams and vendors, including issue resolution, contract coordination, and performance tracking using metrics such as Schedule Performance Index (SPI).
  • Ensure compliance with organizational and regulatory requirements, including CJIS Security Policy standards, maintain required mobile technology, and adapt to evolving business, technical, and security environments.

 

Required skills and experience

  • Project Management Institute Project Management Professional (PMP) Required
  • Criminal Justice Information Services (CJIS) Background and Online County Certification Course
  • 2-5 years exposure to Professional Business Analysis (PBA) processes and techniques
  • Desired 2-5 years on a team providing project management and business analysis for a medium institution of 500 or more employees.
