Dept of Behavioral Health Development Services (DBHDS) is seeking a Program Manager that will be responsible for overseeing the sourcing, planning, and implementation of new Chemistry Lab Analyzers in 4 DBHDS Facilities. Project Manager may be asked to take on additional projects if they have bandwidth. Project Manager will manage project budget, partner with procurement on sourcing suppliers, and planning all project deliverables including implementation.
Job Responsibilities
- Coordinate vendors and consultants, and DBHDS and business staff as assigned, in the execution of Business & IT projects and related procurements.
- Coordinate and oversee the development of proposals, statements of work, statements of requirements and RFP responses.
- Assist in team development while holding teams accountable for their commitments and removing roadblocks from their work.
- Manage deadlines and push the team to ensure timeliness is met.
- Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
- Oversee and manage execution and/or coordination of day-to-day project activities as required.
- Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
- Track and communicate a project's progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
- Collaborating with external (vendor / Suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
- Drive consistent project delivery through the entire project lifecycle, including, execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
- Monitor progress by third-party vendors and define and measure their progress with metrics.
- Develop and maintain project budget, plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
- Adhere to DBHDS and VITA project management practices and governance requirements.
- Facilitate resolution of technical issues
- Leads and coordinates the scoping, technical requirements gathering, estimating and planning for single or multiple work-streams
Required skills and experience
- Active PMP certification from PMI Required
- 8 years of experience in the following:
- Cloud & SaaS Expertise: Strong background in planning, executing, and managing cloud-hosted SaaS implementation projects.
- Analytical & Organizational Expertise: Strong ability to analyze complex problems, organize priorities, and make sound decisions under pressure.
- Leadership & Change Management: Proven capability to lead cross-functional teams and drive adoption of new approaches, systems, and methodologies.
- Technical Acumen: Solid understanding of the Software Development Life Cycle (SDLC)
- Requirements Management: Extensive experience guiding business and IT stakeholders through discovery and documentation of business and technical requirements
- Project Management Methodologies: Deep knowledge of Agile and Waterfall principles, with hands-on experience running Scrum, Kanban, and Waterfall projects
- Vendor Management: Skilled in collaborating with vendors and overseeing successful implementation of vendor solutions.
- Healthcare Industry Experience: Demonstrated success managing projects within the healthcare sector, ensuring compliance with regulatory standards (Not required but desired)

$120-125k/A with benefits
