The Virginia Retirement System (VRS) is seeking a experienced Business Systems Analyst with a strong background in business analysis, enterprise content management, requirements gathering, and testing. This individual will play a key role in evaluation current enterprise content management processes, identifying opportunities for improvement, and implementing technology-driven startegies to support enterprise-wide document governance and business performance. The Investment Decision Support team is seeking an experienced Business Systems Analyst to contribute to the following efforts: - Parter with Investment stakeholders to evaluate current enterprise content management ("ECM") practices; conduct interview and analyze workflows to identify best practices, gaps, enefficiencies, legal and policy reqequirements, scop recommendateios, improvement opportunities and risks.
- Elicit, analyze and document future state business and technical requirements related to ECM, data handling, and system enhancements.
- Recommend standardized approaches fo rdocument intake, storage, retrieval, approval, versioning, classification and retention.
- Design and implement standardized workflows and governance frameworks for content organization, classification, retention, and accessibility, including document libraries, metadata structures, taonomy, content types, workflows, templates, and security frameworks.
- Develop a comprehensive understanding of investment systems, document repositiories, and data architecturem incuding data flows, and system integrations.
- Create and maintain detailed documentation supporting file strategies, data flows, system processes, and operational procedures.
- Develop and execute testing straegies to validate system changes, document workflows, and process improvements.
- Support internal teams by developing job aids and conduction training on new technology and processes.
- Contribute to data analysis, reporting, and document-driven insights to inform decisionmaking.
- Proactively identify process improvement opportunities and drive solutions.
- Contribute to strategic initatives and special projects as directed by the IDS Research Director.
Required Skills and Qualifications: - Bachelor's degree from a forur-year college or university.
- 7+ years of experience in busines analysis, requirements gathering, document/data lifecycle management, and process improvement.
- 3+ years of experience supporting ECM strategies and enterprise data practices in a government, investment or financial services envirorment.
- Excellent critical thinking and probem-solving skills with strong attention to detail.
- Proven experience creating clear, strutured technical documentation (e.g., requirements, process maps, data and document flows).
- Stron verbal and written communication skills with the abilty to traslate complex concepts into claer business terms.
- Demonstarted ability to collabrate effectively in a cross-functional team environment.
- Demonstrated ability to work independently and proacatively identify and address aresa needing attentinon or improvement.
Additional PreferredSkills - Familiarity with process automation tools used to improve efficiency and reduce manual effort.
- Experience working with reporting tools and dashboards to support business insights and decision-making.
- Understanding of investment, financial services, or a related business environment.
