The Virginia Retirement System (VRS) is seeking a seasoned Project Manager (Imaging) to evaluate document workflows, identify inefficiencies, and drive process improvements that reduce manual effort and increase accuracy. This role oversees all document intake channels—fax, email, mail, and electronic submissions—ensuring proper classification, routing, and compliance with policies and regulations. A key focus is leveraging AI/ML technologies to automate document processing and minimize manual intervention. The ideal candidate will have deep expertise in document and content management systems and serve as the subject matter expert for strategy and operations.
Job Responsibilities
- Lead, mentor, and develop a team of document management specialists; set performance expectations, conduct evaluations, and support professional growth.
- Establish program governance, including SLAs, KPIs, and operational metrics; provide regular status reporting to senior leadership on program health, risks, and improvements.
- Coordinate cross-functional projects, manage timelines, and align deliverables with organizational priorities and resource constraints.
- Assess current document management processes to identify bottlenecks and optimization opportunities; develop process flows, functional diagrams, and current/future-state analyses.
- Design and implement process improvements across all intake channels (fax, email, mail, electronic), applying Lean/Six Sigma methodologies to measure and sustain gains.
- Serve as SME for document capture platforms (e.g., RightFax, Kofax); manage configurations, routing rules, and integration with ECM and downstream systems.
- Oversee and optimize EDMS/ECM platforms (e.g., Laserfiche, IBM FileNet, Hyland OnBase); define taxonomy, metadata, retention, access policies, and ensure system health with IT.
- Drive intelligent automation initiatives, including AI/ML, OCR, and NLP for document classification and routing; evaluate new technologies, quantify benefits, and translate business needs into technical solutions while liaising across stakeholders.
Required skills and experience
- Bachelor’s degree in IT, Business Administration, Computer Science, or related field, with 10+ years of experience in document, content, or records management.
- Proven leadership experience managing teams and multiple direct reports in operational or technology environments.
- Hands-on expertise with document capture platforms (e.g., RightFax, Kofax) and enterprise ECM/EDMS systems (e.g., Laserfiche, IBM FileNet, Hyland OnBase/Perceptive Content).
- Demonstrated success implementing AI/ML solutions for document classification, data extraction, and intelligent routing, with knowledge of OCR, ICR, barcode recognition, and forms processing.
- Strong background in business process design and documentation (process maps, swimlanes, functional flows, SIPOC) and formal requirements gathering (stakeholder interviews, user stories, traceability).
- Excellent analytical, organizational, and communication skills; proficient in project management methodologies (Agile/Waterfall) and tools (e.g., Jira, MS Project, Azure DevOps), with ability to manage multiple priorities.
Preferred Skills & Experience
- PMP, PgMP, or equivalent project/program management certification
- Lean Six Sigma Green Belt or Black Belt certification
- Certified Information Professional (CIP) or Certified Records Manager (CRM) designation
- Experience with robotic process automation (RPA) tools such as UiPath, Blue Prism, or Automation Anywhere in conjunction with document workflows
- Knowledge of regulatory compliance frameworks relevant to document retention (e.g., HIPAA, SOX, FOIA, NARA)
- Experience with cloud-based content services platforms and migration from on-premises to cloud ECM environments
